Malaysia finalises AD duties on galvanized steel imports

The Malaysian government has imposed definitive anti-dumping duties on imports of galvanized steel coils and sheets originating in or exported from China, South Korea, and Vietnam, according to the official document published by the Ministry of Investment, Trade and Industry (MITI).

The duties cover flat-rolled products of iron or non-alloy steel plated or coated with zinc via the hot-dip process, typically traded as galvanized steel coils and sheets. These products are widely used in construction, infrastructure, and manufacturing.

MITI concluded its investigation with the dumping margins ranging from 2.21% to 57.9%. The duties apply for a five-year period from 1 November 2025 to 31 October 2030, Kallanish notes.

Under the final determination, the duty rate has been imposed at 7.72% on China's Shougang Jingtang United Iron & Steel, while other Chinese exporters will face a duty rate of 26.8%.

On South Korea, Posco will see 2.21%, Hyundai Steel will face 5.61%, and KG Dongbu Steel 13.82%, while the rate on other exporters is 31.47%.

For Vietnam, China Steel and Nippon Steel Vietnam Joint Stock Company will face a rate of 4.76% and Southern Steel Sheet will see 9.91%.

In addition, rates on Tay Nam Steel Manufacturing & Trading and TVP Steel Joint Stock Company are at 42.58%, and on Tan Phuoc Khanh Trading and Manufacturing Coil Steel Joint Stock Company is 48.05%. Other exporters will pay the highest rates among the three countries at 57.9%.

A separate gazette confirmed that several companies were exempted after Malaysia determined their dumping margins were de minimis (too low to warrant duties).

Exempted producers include Baoshan Iron & Steel, Beijing Shougang Cold Rolling, and Fujian Kaijing Greentech Material from China, and Hoa Phat Steel Sheet Limited Liability Company, Hoa Sen Group, Nam Kim Steel Joint Stock Company, Ton Dong A Corporation from Vietnam.
